MCTESTP guarantees technical assistance to the Assembly of the Republic to carry out the II Extraordinary Session by video conference.

The Ministry of Science and Technology, Higher Education and Professional Technical (MCTESTP) guaranteed technical assistance to the Assembly of the Republic (AR) for the holding of the second Extraordinary Session by videoconference, a session whose purpose was to assess and ratify the Presidential Decree that extends it for the third consecutive time the State of Emergency in the Republic of Mozambique, as part of measures to combat the spread of the new Coronavirus pandemic (COVID-19).

 

The second Extraordinary Session of the Assembly of the Republic of this ninth Legislature, held on 29 June of the current year, constitutes the first session of the Assembly of the Republic held by video conference, respecting the legally established quorum, bringing together Members of all Electoral Circles and validly deliberating a proposal of Law, in this case, the Presidential Decree that extends the State of Emergency in the country for the third time.

In effect, 234 Members of the Assembly of the Republic took part in the session, 109 of them in person at the Plenary of the Assembly of the Republic Palace in the city of Maputo and the remaining 125 Members participated by video conference in several rooms prepared for this purpose by extension of the national territory.

Thus, to make the activity of the people's representatives viable, the MCTESTP provided support and technical assistance to the Assembly of the Republic General Secretariat in guaranteeing conditions such as the availability of the ZOOM platform, installed in the Government Data Center, located in the administrative post of Maluana, in district of Manhiça, in the province of Maputo.

all technical conditions were also created in the plenary room of the Palace da Assembly of the Republic, such as improving the internet signal by installing an "Access Point" in the room; technical assistance during the video conference session; Installation of computers in the plenary room of the Palace da Assembly of the Republic; and improvement of the sound system.

At the provincial level, MCTESTP contacted Higher Education Institutions (HEIs) and other public institutions to provide rooms for the video-conference session, with availability of computers, quality internet access, electro-projectors and, ensuring sufficient physical and social distance to accommodate all deputies in each of the constituencies.

In these terms, in the plenary of the Palace of the Assembly of the Republic, 109 Members of the Electoral Circles of Maputo province and Maputo city participated in the face-to-face session and, by video-conference the remaining 125 Members, namely, 10 Members in the province of Gaza, on the premises of the Save University (UniSave), six deputies in the province of Inhambane, on the premises of the Higher School of Hospitality and Tourism (ESHT), 13 deputies in the province of Manica, on the premises of the Provincial Directorate of Health (DPS), 13 Deputies in Sofala province, on the premises of the Zambeze University (UniZambeze), 20 deputies in the province of Zambezia, on the premises of the Provincial Assembly, 18 deputies in the province of Tete, on the premises of UniZambeze, 20 deputies in the province of Nampula, on the premises of Rovuma University (UniRovuma), 16 deputies in Cabo-Delgado province, at the premises of the Provincial Directorate of Public Works, Housing and Water Resources (DPOPHRH) and nine deputies in the province of Niassa, on the premises of the delegation of the National Institute of Electronic Government (INAGE).

It is important to mention that in the action of providing support and technical assistance to the Assembly of the Republic, central organic units of MCTESTP and Institutions under the supervision of the Minister of Science and Technology, Higher Education and Professional Technicians were involved, namely: the National Directorate of Information Technologies, Communication and Projects (DINITICP); National Directorate of Higher Education (DNES); The National Institute of Electronic Government (INAGE) and the Project of the Mozambique Research and Education Network (MoRENet).
